Another storm, and yet more damage to the rapidly disintegrating Maraetai Wharf. Maraetai Beach’s iconic wharf – there’s been a wharf since 1898 – took another pounding during last week’s long storm. The steps on the eastern side of the wharf were already closed following damage from a storm in May. Auckland Council said in the PC Times of May 9 that the damage would be repaired “as soon as possible” at a cost of $8-10,000. The repairs still hadn’t been carried out when the storm hit last week. This time the stairs on the western side of the wharf collapsed. Some of the timber ended up in the creek next to the Maraetai Boating Club. There was also damage all along the beachfront. The sand has dropped up to half a metre leaving pilings exposed. The board walk near the wharf is damaged, while the foreshore has eroded and in places is less than a metre from the concrete walkway. A hitherto sand covered stormwater drain underneath the marker post west of the wharf has now been exposed. This is the second wharf at Maraetai. The original was pulled down in 1981 after it became derelict. The then Manukau City Council voted not to replace it. Local residents – led by a steering group comprising Ross Johnson, Ray Stone and the late Maurice Tracey – campaigned to get it rebuilt. The council relented and the current wharf was built in 1982. Ross Johnson still lives opposite the wharf and says he is worried as to whether Auckland Council will continue to maintain the wharf. He points out that in 1958 locals raised 450 pounds and Manukau County Council 500 pounds to repair the original wharf and the council then said it would maintain the wharf “in perpetuity.” Ross believes the main part of the wharf is still structurally sound. Franklin Local Board member Malcolm Bell was due to meet with council staff this week to discuss the wharf and beachfront. “I’m not happy. Something needs to be done,” he says.

Council ‘Black Budget’ hardly comes as a surprise THE EDITOR SAYS BY DUNCAN PARDON duncan@pctimes.co.nz

It hardly comes as any surprise to learn that Auckland Council has to save $2.8 billion over the next 10 years to keep rates rises low. A few weeks back I suggested in this column that Aucklanders were naive to think they could have the “world’s most liveable” city and still pay rates increases around the 2.5% mark. (although, of course, some property owners pay a lot more than that). I suggested that perhaps rates needed to go up a lot more if we were to have the sort of city we all aspire to. No-one took me seriously. I blame Mayor Len Brown for suggesting we could have both – a world-class city while keeping rates rises to a minimum. Not going to happen, especially as the Government seems to be treating Auckland with its usual disdain. If not rate rises, then it has to be petrol taxes, road tolls, inner city parking restrictions and so on. There’s no escaping the reality. What we need is a mayor

and council who don’t live in fantasy land. By so doing they have dug us a big hole. To save $486 million a year the council will now consider a whole range of cuts that will make Auckland less and less the “world’s most liveable city” every year that passes. Facing possible spending cuts are rail electrification to Pukekohe, cycle networks, new roading improvements, under-used halls and community centres, fewer arts and cultural festivals, less mowing of parks and who knows what else. All this will make the berm mowing controversy look like exactly what it is: a minor side issue! I fear for our district, in particular. We struggle to get facilities, infrastructure and services even during the good times. In times of big budget cuts how are we going to get even basic maintenance and repairs carried out? Will the Maraetai Wharf (see front page) ever get repaired? And what hope do we have of getting facilities and services we don’t have but need: a new library for the Coast, public swimming pool, foreshore repairs and erosion prevention, widening of North Rd, replacement of the old rural bridges, improved cycle safety, public bus service for the Clevedon

What about the arts? loss for the area. I am lobbying for as many people as possible to submit about this appalling oversight because the arts including dance – which needs a mention otherwise this board may be only able to think about visual arts – and maybe music, need to be included in the plan.

I have read the Franklin Local Board plan and am shocked to see that it, unlike many other Board plans, has no mention of the arts. Not a single one! Not only does this not comply with the Auckland City Vision bullet point / aim/ outcome “Culturally rich and creative city”, it is a great

We have had numerous occasions when horses have traipsed past our house. On numerous occasions we have had horse droppings deposited on the road and the previousweekend there were droppings on the footpath where children walk to go to school. These had not been cleaned up by the owners of the horses. The dog owner community generally are responsible and remove their animals’ defecation. district, kerb/channelling/footpaths, new bus shelters, widening of the Whitford Maraetai Rd, reticulated water, new sports fields, village centre upgrades etcetera etcetera. All we can be assured of is that there will be more new subdivisions, lots more houses and a much bigger population. Bernard Orsman in the NZ Herald, said it best: “It remains to be seen how Brown will fully fund the rail link with the Government ruling out tolls and congestion charges, and how the community responds to reduced library hours and closing community facilities to pay for his number one project.” His number one project is, of course, the $2.86 billion City Rail Link. It’s no coincidence that the cost of this big hole in the ground is about the same as the required amount of money the council needs to save so as to keep rate rises down. The first priority for Aucklanders is to have a serious debate about the value of this so-called “game breaker.” Is it the City Link that will make Auckland the “world’s most liveable city” or is it all the stuff that may get axed to pay for it?

Work is under way on a $7 million project to install a new wastewater pipeline from Pine Harbour to the Beachlands Wastewater Treatment Plant and a new pump station within the development along Jack Lachlan Drive. Once installed the new pipeline and pump station will service Pine Harbour and future development in the “New Avenues” area (approx. 122 hectares bounded by Jack Lachlan Drive, Beachlands and Karaka Roads, and WhitfordMaraetai Road), as well as development proposed under private plan changes 30A (Progressive Enterprises) and 34 (Pine Harbour Marina Zone). These are expected to increase the population in the catchment by about 4000 residents over time. Maraetai and Beachlands wastewater will continue to be pumped to the wastewater treatment plant from the Te Puru Pump Station, which is currently being upgraded. However, flows from the existing Pine Harbour pump station will no longer go through Te Puru, effectively increasing capacity in that part of the network. The new pipeline will be installed mainly in the berm along Jack Lachlan Drive and Orkaroro Drive. At times there may be some works undertaken in the road corridor; traffic disruption should be relatively minor.

Brigade rescues Bay family from car stranded in rising flood waters

Torrential rain and high winds caused havoc for residents of Kawakawa Bay, Orere Point and parts of the Clevedon Valley last Saturday as the storm which battered Northland also took a toll closer to home, bursting river banks, causing slips and flooding homes, roads and farmland. A family had to be rescued from their vehicle on the Clevedon-Kawakawa Rd after it was hit by a submerged object leaving the driver and her two young children stranded in the torrent, unable to safely leave their car. At about 2.30pm, Nicola Begbie of Kawakawa Bay was trying to make her way home through a flooded section of road, with her children Tonya, 4, and Brandon, 1, in the car. They were rescued by Papakura volunteer firefighters, returning from helping their firefighting colleagues in Kawakawa Bay. Within three minutes of the crew’s arrival, Nicola and her pre-schoolers were pulled from the car and taken home to safety. “It was the scariest moment of my life, especially with the children,” she said. “I thought I could easily have trouble staying on my feet holding the children. I thought for a minute about what I should do, all these people were driving past me and no one was helping, so I called the Fire Brigade.” Mrs Begbie said she was very grateful for the help from the fire crew. “I am so appreciative … because I hate to think what would have happened,” she said. Kawakawa Bay Volunteer Fire Brigade Station Officer Brent Arnopp praised Mrs Begbie for having the clarity of thought to make the call. Shortly after, Police closed Clevedon-Kawakawa road as it had become impassable. When the rain came down and the floods came up on Saturday morning, rural and coastal firefighters prepared for a busy day. The Kawakawa Bay brigade responded to a number of calls from people with flooded homes. The firefighters split up, some pumping out houses while

others stayed mobile in the fire truck, helping with other jobs including a callout to low lying Clevedon Coast Oysters where water had entered the shop and seeped into the factory. Unable to be pumped, the water was mopped out by staff. Orere Pt Fire Brigade volunteers responded to five callouts including a slip in the gorge which cut off Kawakawa Bay from Orere Pt for several hours before the road was cleared. The Orere Pt Holiday Park also flooded. A lunchtime deluge, combined with the morning’s rain flowing down from the Hunua ranges saw rivers and streams across the Clevedon Valley flood and some waterways wash onto roads. Clevedon Volunteer Fire Brigade received only two callouts, but kept a watchful eye on the situation, turning back motorists in smaller vehicles on flooded Twilight Rd. “The flooding in our immediate area wasn’t great, nothing of a really serious nature – we’ve seen far worse,” said Clevedon chief fire officer Owen Alexander. Beachlands Volunteer Fire Brigade responded to just three local callouts – two for runaway trampolines, and one to secure a roof that was lifting in the wind. Waitawa Regional Park, near Kawakawa Bay, has been closed due to a hillside slip caused in the storm.

The desserts menu has a makeover, with Banana Foster and New Orleans old fashioned bread and butter pudding. The breakfast menu will also be updated with the addition of a Mexican Baked Eggs with Beans, Tomatoes on tortillas Pepperjacks is also adding to its range of wines, craft beers, along with new cocktails. Meanwhile, the Wednesday mid-winter dinner specials all mains at $17.00 will continue – a great way to try the new menu. Keep an eye out for the jazz and blues nights starting soon. Perhaps the biggest change Yash has introduced is the new ice cream parlour right next door and accessed either directly or from the restaurant. Here the kids can enjoy the toys and big screen TV playing their favourite Disney movies, while the parents can enjoy dinner or lunch at the restaurant, while still able to keep an eye on them.

The ice cream parlour has 20 different flavours of top quality Killinchy Gold ice cream (from the same makers as Movenpick) to choose from. Coastal Kids Preschool wins National Quality Award The team from Coastal Kids Preschool were presented with the prestigious Trustmark Award when they attended a Kidicorp regional conference recently. Clevedon loves its locals

“Love Your Local” is a speed campaign running in Clevedon (as well as Te Atatu South and Kumeu) in July and August and it is aimed at local residents. Auckland Transport met with police, volunteer fire fighters, residents’ associations, schools and community leaders to ask them about speed in their area and what could be done to encourage local drivers to slow down. The groups responded by asking to have recognisable local residents on billboards around the town. As a result photo shoots were held in each area. The residents also asked for a series of tools such as pull-up banners and resources which the community can use to engage fellow residents through

markets, schools and local events. On Friday July 25 at 1pm Auckland Transport staff will be at the Clevedon District Centre to talk with local families and childen as

Clevedon School students recently painted a new mural to brighten up a previously dull brick wall at their school. The hills represent the Hunua Ranges and the hills all around Clevedon Valley. The patterns on the hills represent the many different colours of the landscape. The koru represents the Wairoa River flowing through Clevedon and to acknowledge iwi and ancestors connected to the school. The PRIDE Tree shows some of the many virtues and values students want to grow in themselves

while at Clevedon School. In February Adam sat down with various council staff and discussed what they needed to do. Building compliance, food and alcohol licences seemed straight forward and they planned an Easter opening. The “Opening Soon” sign went up and they got ready for a winter opening so customers could enjoy the new big open fire place on chilly winter nights. Then it started getting complicated. Before it would grant a resource consent, Auckland Council raised issues about traffic management on North Rd; it also wanted sign-off from neighbouring property owners, approval from local iwi...and the list went on. Part of the problem was that in the intervening four years a raft of new compliance requirements under the new Auckland Unitary Plan had come into force as well as licensing the premise as a cafe/restaurant and not a tearooms (even though it had previously been a cafe/restaurant).. “The Unitary Plan has changed everything since then [four years ago]....so for us it has been a continuous, laborious, arduous but educational battle,” says Adam. Says Faye: “I think it wouldn’t have been so frustrating if they had told us from the outset what we had to do. “But it’s been a different surprise every week.” Adam says Chef’s Kitchen has spent a lot of money on the project so far and is not about to walk away. And they want to thank everyone in the community for supporting them with the length of time it is taking to get approval to open Chef’s Kitchen, and the local professionals whose services they have called upon. “You can’t walk down the street without someone asking us when we are opening. We say ‘in a couple of weeks’ and they tell us that’s what we said two weeks ago!,” says Adam. “We want to let everyone know that everything is ready. The venue is ready, the fridges are on, the local suppliers are ready...” And 15 new local employees are ready to start their jobs.

• Jon Reeves born in the Waiuku Hospital during the Second World War. As a child Jon spent many summer days swimming and having picnics at the Sandspit with his grandparents. Jon has been a supporter of the Glenbrook Vintage Railway for many years. Since 2009, as a committee member of The Campaign for Better Transport, he has been actively involved in spearheading the promotion of commuter train services connecting Pukekohe, Tuakau and Hamilton. And no-one is more frustrated than Adam and Faye Dickson who have the lease on the Log Cabin and plan to re-open it as the new-look Chef’s Kitchen with Virginnia Alexander...once Auckland Council finally issues a resource consent. Concern over earthworks protection A Maraetai resident is asking Auckland Council what protections there are for residents who have to put up with noise and dust from nearby housing developments. “There is currently a very large development underway on the southern side of Maraetai School Road. This is in the earthworks stage which looks like it will be going on for a long time,” says Omana Heights Drive resident Wayne List. “For over eight hours a day, six days a week, people in homes nearby are subjected to very loud heavy machinery. The noise is so loud if it were a car it would be ordered off the road. “I consider myself lucky. I work, so am only subjected to this din on Saturdays. That is enough to keep me indoors, so I pity those at home all week with young children.” Wayne says he’s even more concerned about the amount of airborne dirt caused by this work that was deposited all over the area during summer months. “My north facing deck had a layer of fine dirt all over it this [early May] weekend. “It was more noticeable after rain when it collected around outdoor furniture. This is unpleasant and means windows have to be kept closed, and washing gets affected. “But I believe this poses a potential health hazard.”

In an email to the PC Times on June 18, an Auckland Council spokesperson says the Maraetai School Rd subdivision was mostly complying with its resource consent conditions. “Weekly inspection reports for the past six weeks show general compliance with the conditions of consent but do list some minor remedial matters that the consent holder needs to address,” said the spokesperson. “Council staff are inspecting earthworks at the site at least weekly. Council compliance staff are also monitoring the site to address compliance with the non-sediment related conditions.” The spokesperson said Auckland Council received one complaint in April regarding dust. “This matter was investigated and the development was determined to be complying with the relevant conditions of the resource consent.” Earthworks machinery is allowed to operate Monday to Saturday 7.30am to 6pm. Now work is permitted Sundays or public holidays. The resource consent limits construction noise to between 75 dBA Leq and 90 DBA Lmax between 7.30am and 6pm Monday to Saturday. “The development has made use of water carts to control dust during earthworks. Additionally, as stages of work are completed, they are progressively grassed and stabilised.”

District in ‘state of evolution’ The Coast and Clevedon district is in a “constant state of evolution”, says Auckland councillor Bill Cashmore. He was responding to a request for comment from the PC Times on the Zealandia nursery project which has drawn criticism from some Clevedon residents because of its size and scale. “I remember Clevedon all too well when it was dominated by dairy farms with a handful of horticultural enterprises, and sheep and beef farms in the hills,” says Bill, who is an Orere farmer and Franklin’s representative on Auckland Council. “The small farms all went, subdivision occurred and the Clevedon lifestyle block became the norm. Some things evolved differently. The forestry blocks got larger, as did the quarries. The trucks got bigger and there are more horses now than ever before,” says Bill. “They just don’t pull ploughs or act as the primary means of transport as they once did. My grandfather rode into the Orere valley on horseback as a young man and left the valley permanently over 60 years later on a tar sealed road. “In that same lifetime the first manned flight had taken place as had the first manned landing on the moon.

Computers and cell phones had arrived at every house.” Bill says the new glass house nursery being built in Clevedon is part of that evolution. He says the glass house industry is one of the fastest developing businesses in Auckland – high technology, high levels of employment, high value output, and high capital input. “One thing the Clevedon area, in fact all of Franklin, needs is more businesses employing more local people’” says Bill. “Half of Franklin’s working population leaves the ward to work in the city. In Clevedon’s case it would be a lot higher.” He says the development by Zealandia is allowed under the legacy rural provisions of the former Manukau City. Under the Proposed Auckland Unitary Plan the zoning will be either Rural Production or Mixed Rural. “There will be plantings to screenoff some of the physical presence of the building but also, yes, it will be able to be quite plainly seen from the surrounding hills and properties in that vicinity. They are also in a rural zone.”

Comment sought on Draft Local Board Plan Auckland Council’s Southern Boards want to know what people think of their plans to shape the future of the areas they represent. Each board, including Franklin, has produced a draft Local Board Plan which will guide decisionmaking on behalf of its communities over the next three years and be the basis for input into council’s Long-Term Plan. To support their priorities, boards have also identified alternative funding options for some projects, including partnerships with community groups and other agencies. Board members talked to their communities during January and February, informally connecting with people about a number of ideas and initiatives, with many of them reflected in the draft plans. Through July, they are seeking submissions from the public through a formal consultation process.

The plans outline key outcomes for each board, with common themes including: • protecting, enhancing and restoring the natural environment, with a particular emphasis on ecological remediation of waterways and harbours. • a well-connected transport system offering real choice, plus the development of cycleways and walkways for recreation and as a means of getting around. • providing community facilities that are welcoming and encourage participation in local activities. • providing parks, open spaces and sports facilities to encourage active and healthy lifestyles and places for play and relaxation.
